To date, Council of State Governments (CSG) staff has developed a database to track survey data and compiled an initial data set consisting of information from the years 1999 and 2000. We plan to expand the survey to include grants made from 1995-2001. The survey will be conducted in three phases. During phase one (which is partially complete), CSG will use existing grantmaking databases to identify grants awarded for health and housing programs for people with criminal records and to develop a list of grantmakers active in this field. During phase two, CSG staff will contact grantmaking organizations to ensure that we capture all appropriate grants made by those organizations. Phase three will consist of interviews with grantees to gather comprehensive information, including whether other funders have been involved in the project and what outcomes have been realized to date.

Once the database is complete, CSG staff will analyze the information to discern trends in the grants made in this field. Questions that will be examined include: target population, issue area, scope of project, and level of government involvement. We hope to complete this survey by June 2002.
