Results A grant of $348,400.00 was approved on October 16, 2001 to start two school-based health centers (SBHC) in the Erlanger-Elsmere School District, one in the Howell Elementary School and the other in Tichenor Middle School.  A variance was granted for the grant to be extended for three months, with a delay in disbursement, so that the grant year coincided with the school year. All grant funds were expended.

Two school based health centers were opened to all schools in the Erlanger-Elsmere School District.  One is located in the Howell Elementary School and the other in Tichenor Middle School.  Of the students attending those schools, 79% are enrolled in the SBHCs. Tichenor SBHC opened in February, 2002 and Howell SBHC in March, 2002.

A pediatric nurse practitioner and licensed practical nurse provide primary care services. Total encounters for primary care were 4,463. A total of 443 children were vaccinated and 347 children had a physical exam.  Mental health counseling was provided by a school based counselor and by psychology students from the University of Cincinnati.  There were a total of 336 mental health encounters. A total of 137 encounters resulted in a referral to a primary care doctor, and 19 encounters resulted in a referral to a dentist.

The SBHCs developed a health curriculum for students in grades K-5 that included 30 minutes of instruction per week.

The school district contracted with HealthPoint Family Care for medical oversight and with NorthKey Community Care for mental health services.  A pediatric nurse practitioner, a licensed practical nurse, and a school based mental health counselor began offering services on March 4, 2002.

Revenue generated from billing over the grant period was $42,583.  SBHC staff attended Indiana University Fundraising School. Funds have been raised through grant awards and fundraising events for HFGC challenge grants.

Outcomes for the SBHCs:

  • Tichenor Middle School had a 95% full day attendance record in the 2004-2005 school year, for which it received a $10,000 award from the district.
  • The SBHC Project Director has been a leader in the Kentucky SBHC Collaborative, spearheading many projects.   The Project Director was instrumental in writing a  grant awarded by the HFGC to look at shared services among Northern Kentucky SBHCs.
  • The SBHC nurse practitioner writes a monthly newsletter for the staff and families of Howell and Tichenor.  This publication is shared with HealthPoint and the Erlanger-Elsmere Board of Education.
  • United Ministries has provided funds for students who need assistance with the purchase of medications, eyeglasses and dental care.
