A grant of $300,000.00 was approved on June 4, 2003 to provide integrated substance abuse and mental health services to youth reentering Highland and Fayette Counties from state correctional facilities or local jails. The program began in September of 2003.  All grant dollars were expended.

All necessary staff was hired; Integrated Dual Disorder Treatment (IDDT) Training was provided; memorandums of understanding were established with referral agencies. an operation protocol was written for Criminal Justice SAMI Reentry Team; a database and management information system was established to collect and analyze data and an Intersystem Work group was established.

152 referrals were made to the program which exceeds the goal of 160.  The target of 60 unduplicated youth enrolled was met. Assessment and case management was provided to all youth. The average length of stay for clients was 328 days with 30 clients still enrolled at the end of the grant period.  41 of the 60 clients completed services by moving through the stages of treatment at a pace appropriate to their situation.

  • 92% (55 of 60) clients did not return to permanent confinement within one year.
  • 75 % (45 of 60) reduced their use.  This included   22% (13 of 60) who were abstinent and 53% (32 of 60) who reduced use only.
  • During year 3 of the grant there were scores for 37 clients on the Quality of Life Survey – Form B.  The average baseline score was 1.85 and the post score was 1.98.
  • 82% (49 out 60) of the clients received housing upon release and maintained stable housing for one year.
  • 60% (36 of 60) of the clients were employed, in school, received SSI, or involved in the BVR Program within one year after release from confinement.
  • 51% (31 of 60) of the clients regularly attended med education, and/or abstinence awareness groups.

SPVMH utilized the grant funds to develop a strong team with trusting support from the administration.  The program was sustained at the end of the grant

Results
Scioto Paint Valley MH located a site and obtained a lease for the housing unit and drop-in center. Staff and peer support specialists were hired.  A Consumer Advisory Council for the drop-in center was developed and advised staff about activities for the drop-in center.  Policies and procedures were developed and implemented.

In 2005, 13 individuals resided in the housing unit, with a daily occupancy rate of 7.  In 2006, 18 individuals resided in the housing unit, with a daily occupancy rate of 8. 

142 consumers used the drop-in center.

The program has been sustained.  For long term sustainability, SPVMHC is aware that the number of paying residents at the housing unit will need to increase and is actively taking steps to address this issue.

Scioto Paint Valley MH outcomes are:

  • By the end of the grant years in 2005 and 2006, 85% of the clients will indicate positive response on a client satisfaction survey with regards to their mental health services, with their experiences at the drop-in center and with their status as residents in the housing unit. This outcome was achieved.  For the consumers at the drop-in center, 40 of the 142 surveys distributed were returned.  100% of these consumers rated their satisfaction at least 4 on a 5- point scale.  For residents of the housing unit, 4 of the 18 surveys distributed were returned. 100% of these residents rated their satisfaction at least 4 on a 5-point scale.
  • By the end of grant years 2005 and 2006, 85% of the residents will improve housing situation. This outcome was achieved: 92% (24 out of 26) improved their housing situation.
  • By the end of the grant years in 2005 and 2006, 85% of the clients will indicate an increase in their level of functioning This outcome was not achieved. Data from 28 clients showed 57% (16 out of 28) with an increase in level of functioning.
  • By the end of the grant years 2005 and 2006, 75% of clients will improve quality of life. This outcome was not achieved. Data from 24 clients showed an overall decrease in quality of life at 6 months, but improved quality of life for clients if they remained in the program for a year or more.
  • By the end of the grant years 2005 and 2006, 85% of the clients will indicate an increase in their ODMH outcomes scale regarding symptom management as compared to their level of symptom distress upon admission to the program. This outcome was not achieved. Data from 24 clients showed 38% (9 out of 24) with improvement in symptom distress.
  • By the end of the grant years 2005 and 2006, there will be a reduction in the number of crisis services by 20%. This outcome was achieved. In 2005, residents had 12 crisis visits (totaling almost 20 hours) during the year prior to moving into the facility. There was only 1 crisis visit (30 minutes) while in residence at the facility. This is a reduction of 92% in the number of visits and 98% reduction in service time. In 2006, residents had 20 crisis visits (totaling 18 and half hours) during the year prior to moving into the facility. There were only 2 crisis visits (4 hours) while in residence at the facility. This is a reduction of 90% in the number of visits and 78% reduction in service time.
